1) 顺服在上有权柄的
Submit to the governing authorities
i) 没有权柄不出于神
All authorities established by God: v1
ii) 行善有益行恶受罚
Good to do right and be punished for doing wrong

iii) 奉公守法不要毁谤
Be law-abiding and not slandering

2) 为国家祷告的责任
Responsibility to pray for the country
i) 求会敬虔端正平安
Pray for godliness, holiness and peace

ii) 我们的盼望在于神
Our hope is in God:
